"missing function dlopen" error while installing sqlite3 - ruby

While creating a new rails project, bundle install complained.

So I have decided to build sqlite3 using mingw64.
Once thats done I tried to install the gem using command

gem install sqlite3 --platform=ruby -- --with-sqlite3-include=C:\sqlite\ --with-sqlite3-lib=C:\sqlite\.libs\

Its complaining about dlopen.
Any clue?

My ruby version is
ruby 2.3.3p222 (2016-11-21 revision 56859) [i386-mingw32]

I have the same problem on 2.5 and 2.6.

Seems there is a fix:

However, adding a dependency on a git branch does not seem ideal.

It seesms it is only missing a library in msys2.

ridk exec pacman -S mingw-w64-x86_64-dlfcn

After that, the compilation went ok.

I can confirm that the solution provided by @Mazwak is working:

ridk exec pacman -S mingw-w64-x86_64-dlfcn
gem install sqlite3 -v 1.4.0

You'll require Msys2 on your PC.

it does start, but doesn't seem to do anything left it on for few hours....
