Need ability to disable USB, DATA, and RADIO ports

Customer needs to disable interfaces that won't be used, for security reasons.

* RADIO port should have a 'Disabled' setting added that turns on UART 2 on ZED.
* DATA port can effectively be disabled by using the ADC/DAC setting in the Ports menu.
* CONFIG UBLOX port setting would need to be added to the system menu.
