Facet L-Band stuck in WiFi loop

Using v3.8 firmware, RTK Facet L-Band enters an endless loop of checking WiFi at power on.

To replicate:

• Configure a RTK Facet L-Band with a WiFi network that is not available. For example an SSID called 'notReal'.
• Power cycle the device.
• At power on, if keys have not been updated for 24 hours, WiFi will be turned on in an attempt to update keys. If no friendly WiFi is detected, an infinite loop is entered.
