fix: flyway 버전 충돌 해결

제가 ci 빌드되는 것 보고 머지했어야하는데..
두개의 PR을 거의 연속으로 머지해서 ci에서 실패한 것이 확인되지 않았나봅니다 🥲

다행해 cd 의 build 단계에서 중지되어 dev 서버가 다운되진 않았습니다.
