I am facing the same issue.
It works when resizing the height of the window
but when resizing the width, it doesn't work

Seems related to flutter/engine#19924

As a workaround --dart-define=FLUTTER_WEB_USE_EXPERIMENTAL_CANVAS_TEXT=false fixes the problem but it only works in release builds.
