Prepare a SeleniumBase 4.31.x release with Selenium 4.25.x

There's a new version of Selenium available. I should get that verified with SeleniumBase, and then ship a new release with it.

There's lots of other changes coming into the next version of SeleniumBase, which includes dropping support for Python 3.7.
