[Docker] Add benchmark tools to new `docker-compose`

Overview

We should create an additional docker-compose file that deploys the benchmark tools that allow us to fire transactions against the node, so we can test inside of docker-compose. Having it in a separate docker-compose files means we can optionally deploy it.
