Reject transaction over max block payload size in tx pool

Describe the feature

Currently, the only custom check we have in the tx pool at validation (other than the Ethereum validations) is the check of the cost of the transaction including the rollup fee. We could also reject at tx pool level transactions that are over the block payload size. Add this check in the ScrollTransactionValidator::validate_one.

After looking in the EthTransactionValidatorInner::validate_one_no_state, I came across this, which rejects transactions over self.max_tx_input_bytes, which defaults for Reth to 128KB. I propose to keep the issue open but only to add a test to verify oversized transactions are rejected.
