Add QR codes for project and packages (#277)

* Add pylhe logo

* Update_data/projects/interface/pylhe.yml with info on logo and conda-forge

* Rename Hist logo to follow convention of names

* Add QR codes for org packages

* Add new page to mention QR codes available

* Add QR codes for org packages

* Add new page to mention QR codes available

* Rather have the QR codes page under packages instead of developers

* Code for display if QR codes in the new page

* [pre-commit.ci] auto fixes from pre-commit.com hooks
