Dataset access

Hello!

I have two questions regarding dataset access!

1. In the README, it says:
   You may need to first get access to the huggingface dataset before downloading
   But there is no description of how users can get access to the dataset. Could you update the README for this?

2. It seems there is a public version: https://huggingface.co/datasets/ScaleAI/BioRiskEval. Are they identical?
