To be honest I do not like the process described on the link you provided. This is mainly to the fact that changelog parts are not stored in the repo in the process described and that this process is for collections in ansible, not just any ansible collection.

In sap.sap_operations collection we still use same tools, but process is completely different. I can show you if you are interested or directly create PR. Or you can follow approach described which is used in most ansible collections I've seen. Your decision

According to https://docs.ansible.com/ansible/latest/dev_guide/developing_collections_changelogs.html, CHANGELOG.rst is created automatically from the file changelogs/changelog.yaml, so only the latter needs to be maintained.

The syntax of the file changelogs/changelog.yml can be checked with:

antsibull-changelog lint-changelog-yaml changelogs/changelog.yaml

The file CHANGELOG.rst can be generated with:

antsibull-changelog generate
