Dropdown: Add tooltip menu item ability #2223
Description
This is similar to the existing Combobox feature and I believe would have a similar API.
A related request would be to delay the opening of the tooltip, so that on mouse hover down all the menu items tooltips would not immediately flash on and off. See #2222
