Add tool tips to input icons

Describe the bug
It would be good to include a tool tip that appears on hover, outlining what the icons are. This will improve accessibility for the input component, so that we are not assuming everyone knows what the intended use of these icons are.

To Reproduce
Steps to reproduce the behavior:

1. Upload icon: add tool tip "upload"
2. Send icon: add tool tip "send"
