Add support for writing and parsing NFQUEUE messages including configuration commands, configuration parameters, packets and verdicts

I've tested this change locally and the example works for me as well. It would be great to see this merged so that this library can be used to communicate with the nfqueue system. |

Add support for writing and parsing NFQUEUE messages including configuration commands, configuration parameters, packets and verdicts. Additions follow the style and approach from the existing support for NFLOG messages, includes unit tests for new types representing netlink attribute payloads and an example that receives, prints and accepts messages from a queue.
