Review switch reminder triggers when not needed

It is likely because of the visibility of the association, yet another GitHub quirk (#t-infra > call with github @ 💬). I have since changed my association to be public, so it hopefully won't be an issue for me anymore, but most other people have it private (by default).

We switched to using the team repo for the concern command in #2117, should we do the same the shortcut command?

I personally don't think it's necessary, the message is only advisory and the extra weight of pulling the team repo database doesn't seems worth it to me.

The team requests are cached now, so I don't think it would be a problem performance-wise. But I also think we don't have to switch it atm.

Consensus is that we require public visibility, and at the time Kobzol association with rust-lang wasn't public it's now changed.
