rust.nanorc provides syntax highlighting for Rust. An attempt has been made to make the syntax highlighting look good on both dark and light terminals. Issue #21286.

If any changes to this PR are deemed necessary, please add them as extra commits. This ensures that the reviewer can see what has changed since they last reviewed the code. Functions names are allowed to include A-Z
too.
