E0030 needs to be updated to new format

The E0030 error needs a span_label, taking it from:

error[E0030]: lower range bound must be less than or equal to upper

To:

error[E0030]: lower range bound must be less than or equal to upper

   |         ^^^^ lower bound larger than upper bound
