After https://blog.rust-lang.org/2024/05/17/enabling-rust-lld-on-linux/, using rust-lld by default on linux is being stabilized in 1.90.0.

This PR is an announcement for this change, and a call for testing it on beta now, before it lands on stable next month. It's roughly last year's post, updated to today's state of things.

(I hope I have the right structure for a post with an image, since that's a bit different from the other simpler posts.)

@Mark-Simulacrum Do you have any thoughts on this? If not, I'd like to merge it, as the window before 1.90 gets stabilized is closing in.

I've pushed changes to take care of Mark's suggestions, and bumped the publication date to today if we want to publish.
