Inspection for missing Description attributes on public members

I suppose we could make it user configurable for private and friend members.

Locals and Globals, Members, Modules and Projects can all have descriptions.

I wonder if we might add some kind of Publishing Wizard, that does inspections/pre-deployment checks for ensuring a project is fit for distribution/re-use.

The commands to do this are all already implemented; this inspection would be very easy to implement, and would reuse an existing quickfix.
