I noticed that some parameters from SmacPlannerLattice were only being dynamically set successfully once, more attempts wouldn't change anything. The issue to my understanding is that it was exiting early because the lattice_filepath hadn't changed.

To be honest I didn't look for side-effects but looks relatively safe. Any risks you see of updating the parameters without re-populating the primitives?

Ah good point. That was done early in the development before I actually created dynamic parameters in the main controller plugin code.

* fix: Move SmootherParams declaration outside smooth_path conditional (ros-navigation#5473) (ros-navigation#5474)

Fixes crash when dynamically changing smooth_path parameter from false to true.
The issue occurred because SmootherParams were only declared when smooth_path
was initially true, causing ParameterModifiedInCallbackException when trying
to declare parameters within the dynamic parameter callback.

Now SmootherParams are always declared, making them available for dynamic
reconfiguration regardless of the initial smooth_path value.

Fixes ros-navigation#5472
