Upgrade Reselect to upcoming 4.1 release

I've been heavily updating Reselect in the last couple days - pulling in a complete rewrite of the TS types to target TS 4.2+ (which fixes a bunch of TS incompat issues), converting the codebase to TS, etc. I'm also hoping to add some API improvements around caching behavior.

I'd like make sure we bump the Reselect dep as part of the 1.7 milestone.

We recently experienced the issue with builds failing with error
../node_modules/@reduxjs/toolkit/dist/index.d.ts(5,25): error TS2305: Module '"reselect"' has no exported member 'OutputParametricSelector'.

The error comes from this line
export type { Selector, OutputParametricSelector, OutputSelector, ParametricSelector, } from 'reselect';

After some digging, we saw that reselect was upgraded to version 4.1.0 7 hours ago
Adding "reselect": "4.0.0", to our package.json solved the issue.

@MichaelPolonsky the OutputParametricSelector issue should be fixed as of Reselect 4.1.1, and we've got 4.1.2 out now with additional type fixes.

Updated the RTK deps over in #1692 .
