It is likely that the token specified here is either missing or not having the right permissions. Note that the token should be able to write/edit releases, which needs to be explicitly approved when making the token. Anyways, this PR is still relevant, as you likely want to set the |

Could be that the TOKEN is the main issue, but at least now it matches one of the snapshot CIs I have used for a different project, and that rules out that potential bug.
