LGTM, but please mention what are the size of those additional dependencies that we'll need to host. If they are pretty large, can they be hosted elsewhere?

Thanks @malfet, those runtime pypi packages are total ~750M for linux, And ~350M for Windows. |
The #6612 had a typo missing comma after ``onemkl_sycl_rng``
