Use google-java-format to format java code

### 🚀 The feature, motivation and pitch

Right now we have a few places not formatted. 

Use `google-java-format -i` for all java code under ET, but not third-party. Ideally add it to https://github.com/pytorch/executorch/blob/main/.github/workflows/lint.yml#L84-L87
