🐛 [Bug] TRT version mismatch on CI tests

Bug Description

We test the main branch on CI and weekly auto trigger the CI tests against different TRT versions. However, it seems to fail to test different TRT versions.

For example, in this CI test, it should test TRT 10.6 ~ 10.9 but actually all versions installed TRT 10.8:

Successfully installed tensorrt-10.8.0.43 tensorrt-cu12-10.8.0.43 tensorrt-cu12-bindings-10.8.0.43 tensorrt-cu12-libs-10.8.0.43 torch-tensorrt-2.7.0.dev20250307+cu128

The expected behavior is that different TRT tests install corresponding TRT
