Also use Python 3.8 as default Python version for tests

This is an alternative to #3425. Instead of running the tests for all platforms consecutively, it allows to select the tests and run them in parallel in travis-ci.

CI fails on Windows as expected. #3456 will fix this.

Thanks! I like the idea of using parallel Travis builds.
