Run Windows pipeline: update checkbox labels

Add "(3.13 only)" to "Produce Store packages".

Because 3.13 is the earliest needing installers:

• Change "(3.13 and earlier)" to "(3.13 only)" for "Include GPG signatures"
• Remove "(3.13 and later)" for "Include free-threaded builds"
• Remove "(3.11 and later)" for "Publish ARM64 build"

For these last two, because all builds use them, shall we also remove the checkboxes and have them always run?
