Test suite failing due to pip 6434

As reported in pip 6434, pip 19.1 causes errors if tox is configured for 'usedevelop'.

I'm awaiting the resolution of tox 1276 to leverage the fix in pip 6442 to avoid the failure condition.

In this commit, I added a workaround for my projects, but webknjaz had a one line workaround.
