Document verified URL behavior #16486
Description
From discusison: now that PyPI is applying verification criteria to URLs in project metadata, we should probably include some user documentation on how to ensure their URLs are verifiable 🙂
As part of making those docs forward-looking, we should probably slot them under a larger new doc for general metadata URL best practices.
