distribute bugfix for numpy not present in setuptools 0.8

The following issue caused a lot of pain last year:

As of setuptools 0.8b6 it hasn't been merged back into setuptools,
and stuff has begun to break again. Upcoming pip 1.4 requires
0.8 for wheel support, this might end up trapping some users
in a no-win situation (distribute breaks this, setuptools breaks that).

Here is the commit that addressed Distribute #334. That line is also present in Setuptools 0.8, so it's not correct to say that the fix hasn't been merged.

Furthermore, I tried replicating the issue, but numpy completed the install and also with pip.

I'm going to close this issue pending additional details about the circumstances. Please provide more details or open another ticket to include steps to reproduce the issue, preferably in a minimal, clean environment.
