We get frequently comments on issues/pull requests that have been long closed, this is quite disturbing.
This PR adds an action that automatically locks closed issues/pull requests after 10 days of inactivity (this leaves plenty of time of there are some comments due to the merge etc.).
Administrators can unlock again if needed.
