[Documentation]: Add List of responsible people

Suggested Changes or Additions

Ewen suggested to have a site for a list of responsible people for different things, so if things break we can look up who to call:

• AC-Dipole
• Java Stuff

• Acc-Py

I could see this fitting into the Resources tab easily.

Once concern I have though is that maintaining this will be very difficult for us. It's not like we'd be automatically notified of changes.
