DISCUSS - `0.16.1` release

It has been over a month since we cut 0.16.0, and we have merged several patches and enhancements.

Notably, we recently patched some usability issues and the distribution to include some missing i18n files.

I would be keen to make a release soon if you all are ok with that.

seems like we should sort out our response to #2067 first (maybe not fix it, but at least decide what to do).

IMO the only other thing that seems close enough to be worth trying to push through would be #2061
