This PR adds functionality to make external links open in new tabs, while preserving internal link behavior. It adds a small JavaScript module that identifies external links and adds target=_blank\ and rel=\noopener\ attributes to them.\n\nThis is a clean version of PR #15025 that removes the IndexNow integration.
