Explicitly define setuptools dependency to fix odh-notebooks-sync workflow

Setuptools seems to have a breaking change in its minor version 70.1.1. This was previously indirectly updated from 70.1.0.

What changes have been made

• Explicitly define setuptools to version 70.1.0 fixes the workflow.
