What this PR does / why we need it:

This PR relocates fatal errors to a range of 300+ (as discussed in #615), thus freeing the range of 100-199 for new error codes.

Which issue(s) this PR fixes:

Fixes #615

What kind of pull this is:

Additional Documentation:

I really hope it won't take another half a year before this PR gets merged, as it may cause conflicts for other PRs adding new errors/warnings.
