CI dependency installs slow

• I can reproduce the issue with the latest version of Parse Server.

Issue Description

CI dependency installs are slow in some cases; taking >6min instead of <1 min expected.

Steps to reproduce

https://github.com/parse-community/parse-server/runs/6861051539?check_suite_focus=true

Actual Outcome

Install takes 6x as long for some CI jobs compared with similar CI jobs.

Expected Outcome

Install should finish in <1 min just like for other npm installs in our CI.
