Create E2E tests for SQLite KIM #516
Description
Create E2E tests using the new SQLite KIM:
[[key_manager]]
manager_type = "SQLite"
May be a subset of the original E2E tests, or a mix of tests using the OnDisk KIM and some using the SQLite KIM.
