Part of #8501

TODO:

Add quiesce_started and quiesce_completed to db metadata
Refuse to boot Nexus if quiescing is in-progress
Add tests that Nexus actually refuses to boot if quiescing is in-progress
Modify schema migration CTE to reset quiesce values to false
Test that quiesce values get set to false
