Better loading state while instance create is running

When creating instance it would be nice if i got redirected to the instance page where it was starting instead of seeing a loading indicator for a long time on the create instance page.

Definitely not a very good experience right now. It takes quite a while. Going to another page is hard because the request could still fail at that point, and then you'd want to land back on the form, ideally with the whole thing still filled out. I think we could improve the waiting experience (another problem with it: #1613) without necessarily changing pages. For example, we could pop up a modal that kind of fakes the progress and summarizes info about your instance, essentially giving you something to look at while you wait.

I had imagined we have a deploy page for all long running actions – perhaps even the deployment being a resource itself (for auditing / reviewing actions that have already happened). This would also mean you're not held hostage by the instance create form. Long running requests feel longer when you're stuck on the page.

I've seen other cloud platforms handle this by redirecting you and dropping the progress in the toolbar. Ideally we want to let the user know if they can leave the page, and if they have already left the page give them some way of monitoring that action.

Are we still concatenating a few actions on the console, e.g. disk create, instance create, attach? Or is that a single saga. Would be interesting to see the breakdown of time spent on the respective requests.

As it's a single request we don't get much visibility in the status of the instance create action. There's a case to be made that there's some info on the status of a saga from Nexus – but in the meantime can we make our own checks? We know the name of the sub resources (disks, NICs, external IPs) being created and attached and be polling them whilst the request is being made.
