Write a quick start guide for OLMv1

Review/Write quickstart guide and ensure the following information is included and accurate:

• Install
• Create a ClusterCatalog
• Create a ServiceAccount used to install a ClusterExtension
• Create a ClusterExtension
• Check installation status
• Upgrade
• Uninstall
• Reviewed by @michaelryanpeter

Current documentation is posted up at https://operator-framework.github.io/operator-controller/
New docs should be placed in docs/drafts
