Add workflow run for auto-merge sync

Description

THIS CHANGE WAS MANUALLY MERGED.
This workflow will invoke the upstream-auto-merge.yaml workflow in the rhods-devops-infra repository.
This workflow will first sync changes from upstream>ODH, then ODH>RHDS, then RHDS>>rhoai latest release branch.

This workflow is meant to run on the red-hat-data-services/CFO repository. The red-hat-data-services/rhods-devops-infra repo is private. It seems GitHub only allows repos from the same org (red-hat-data-services) to invoke a workflow in private repos.

Using PAT_TOKEN which I created and added to the red-hat-data-services/codeflare-operator secrets. This is until we have a shared token.

How Has This Been Tested?

Merge criteria:

• The commits are squashed in a cohesive manner and have meaningful messages.
• Testing instructions have been added in the PR body (for PRs involving changes that are not immediately obvious).
• The developer has manually tested the changes and verified that the changes work
