Release new `opentelemetry` on crates.io, with tonic 0.14

The tonic 0.14 has much improved error messages:

This repositority was updated to tonic 0.14 a while back:

• chore: update tonic and prost to 0.14 #3093

I would really appreciate a new release of the opentelemetry crate to crates.io 🙏

There was a failed attempt to do patch release for otel-proto and otel-otlp with tonic update - #3169. Seems the better approach would be to do 0.31.0 release across opentelemetry workspace. Also need to revert #3085 as it is causing publish failures. I plan to do this over the weekend, unless someone can pick this early.
