What happened?
This repo relies on https://github.com/actions-rs/toolchain but that repo is archived.
The GitHub Actions test images have current versions of Rust tools preinstalled so this third party Action is probably no longer needed. https://github.com/search?q=repo%3Aopen-telemetry%2Fopentelemetry-rust+actions-rs&type=code
