Remove testing of jaeger exporter

As per this comment, I suggest we remove testing for this package.

Should we just remove the package altogether and stop making new releases of it? It feels weird to have code in our repo that we aren't testing but still releasing it.

Also does this relate directly to my original comment in the OP?
