Clarify claim usage

At https://www.ietf.org/archive/id/draft-ietf-oauth-transaction-tokens-06.html#section-7.1-5.1.1 the draft says how the Transaction Token Service uses the "request_context" claim is out of scope, but in https://www.ietf.org/archive/id/draft-ietf-oauth-transaction-tokens-06.html#section-7.3-9 it says to add it to the rctx claim. I'm confused, isn't that specifying how the claim is used?

Thanks for catching the contradictions. I agree that the section 7.3 effectively defines how the transaction token service should use the "request_context" parameter.
