Throttle Publish E-mails #367
Description
Related to the same e-mails sent by Npm inc. when packages are published (#284), can publish e-mails be throttled such that multiple publishes in quick succession are bundled into a single e-mail?
For mono-repositories, such as conventional-changelog, a minor update in a low-level package can cause lerna to publish nearly every package in the mono-repository, leading to over a dozen separate e-mails from npm.
