adds documentation issue templates, since docs now (?) live in npm/cli. ideally this will help provide an avenue to capture feedback about documentation and provide a path to good enhancements <3

uh, I guess this isn't technically CI. I'm just used to everything in .github being CI and was on autopilot lmao.

We are going to need to differentiate between the content on the docs site that is powered by the cli code, and that which from the documentation site itself https://github.com/npm/documentation

@bnb yeah sorry I kind of did a drive-by review and didn't give much more than that. I think solving this totally is pretty tricky. Perhaps just something in there that points folks to the other repo in case the content came from there. At least give us a fighting chance to have things land where they need.
