These changes are split out from #685 which currently includes both obvious refactorings and more subtle changes to how we construct enum annotations. Once this is merged, I'll rebase #685 so that it includes only the annotation-related changes.
These were already approved in #685 so I'm going to go ahead and merge this as soon as the tests pass.
