Allow Chromatic workflow to be run for Dependabot #7709

We currently have the Chromatic workflow set to skip Dependabot -- we should consider letting it run when this action specifically updates to confirm the change is fine.

Expanding on that thought: the easiest thing to do is, as I outlined, look at the branch name to allow Chromatic-specific bumps to trigger the workflow still. However, that will not work if we ever start grouping Dependabot Actions updates. What might be better instead is to change the exclusion to ignore the Dependabot actor instead of ref -- this'd ensure that Dependabot doesn't trigger the workflow when it opens PRs, but does allow a maintainer to add the Actions trigger label again to invoke the full suite, including the Chromatic workflow.
